La líder venezolana María Corina Machado intervino en el evento energético CERAWeek, donde expuso su visión para una “Venezuela libre, próspera, segura y abierta a la inversión”, destacando el potencial energético del país y planteando un nuevo marco institucional orientado a atraer capital internacional. Aseguró que «el camino para desplegar todo el potencial de Venezuela ya está en marcha».

MCM: Es un honor estar aquí con ustedes esta tarde. Gracias a Daniel Yergin y a Carlos Pascual por la invitación y por la oportunidad de presentar mi visión de un futuro libre, próspero, seguro y favorable a la iniciativa privada para Venezuela. Como saben, vengo de un país que soportó casi tres décadas de destrucción, mala gestión y aislamiento. Y estoy aquí para hablar de nuestro futuro. Nuestro futuro, que es extraordinario. Y quiero que todos ustedes formen parte de él. Ustedes conocen muy bien el potencial energético de Venezuela. Tenemos las mayores reservas probadas de petróleo del mundo: más de 300.000 millones de barriles. Tenemos las séptimas mayores reservas de gas natural del mundo, en gran medida sin explotar. También tenemos más de 30 de los 60 minerales críticos que el gobierno de Estados Unidos incluye en una lista estratégica. Y contamos con un siglo de historia de producción que probablemente ningún otro país de este hemisferio puede igualar. Y, por supuesto, tenemos las playas más hermosas del mundo. Ustedes lo saben muy bien. Y todo esto está ubicado en el corazón de las Américas, a cinco días por barco de Estados Unidos. Durante décadas, todo este potencial estuvo bloqueado por la ideología y la corrupción. Ese tiempo está terminando. Una nueva era, una nueva era ya ha comenzado, con un potencial de una magnitud completamente distinta. Hoy Venezuela produce aproximadamente un millón de barriles diarios, menos de un tercio de lo que producía hace 25 años y una fracción de lo que volveremos a alcanzar. Con el entorno de inversión adecuado, Venezuela puede llegar de manera realista a bastante más de 5 millones de barriles diarios.
MCM: Y alcanzar ese potencial ciertamente requiere muchos recursos, que estimamos en más de 150.000 millones de dólares durante los próximos diez años. Este es el tipo de compromiso de gran escala y largo ciclo para el cual están hechas las empresas presentes en esta sala, cuando existen las condiciones adecuadas. Y cómo crear esas condiciones es precisamente de lo que he venido a hablar. Desde el 3 de enero de 2026 se han dado seis pasos importantes para reactivar el sector de petróleo y gas de Venezuela y comenzar a abordar años de deterioro institucional y corrupción. Ciertamente reconocemos, y agradecemos, estos primeros esfuerzos realizados por la administración del presidente Trump y por el secretario Wright, y reconocemos su importancia para abrir este nuevo capítulo para nuestro país. Sin embargo, lo que viene ahora debe ir más allá. Debe ser plenamente transparente, estar sustentado institucionalmente y diseñado para generar confianza de largo plazo tanto para los inversionistas como para el pueblo venezolano. Ustedes saben muy bien que la industria energética invierte cuando se cumplen tres criterios. Primero, por supuesto, recursos abundantes. Y Venezuela tiene, como saben, un riesgo muy, muy bajo en términos de exploración. Sabemos cuáles son los recursos. Segundo, cuando existen costos de producción muy competitivos. Y tercero, cuando existe el marco institucional adecuado. Y me refiero, por supuesto, a la arquitectura legal, fiscal y contractual que atrae y protege el capital durante décadas.
MCM: Y esto es lo que nosotros ponemos sobre la mesa: confianza de largo plazo para los inversionistas. Trabajando junto a un equipo de expertos venezolanos en petróleo y gas, dentro y fuera de Venezuela, así como con destacados ejecutivos y especialistas técnicos de toda la industria energética global, hemos desarrollado un plan integral para el sector, diseñado pensando tanto en los inversionistas internacionales como en nuestra gente. Y quiero ser directa respecto de lo que este marco institucional aporta y representa. Primero, el papel del Estado. El Estado venezolano se hará a un lado y abrirá el camino, creando las condiciones para que el sector de petróleo y gas en Venezuela pase a ser plenamente privado. El papel del Estado será estrictamente el de regulador: crear los incentivos para la inversión de largo plazo y supervisar que la transparencia se mantenga durante todo el proceso. Por primera vez en la historia de Venezuela tendremos reglas claras y de largo plazo. Tendremos un gobierno que hará cumplir los contratos y garantizará que estas condiciones se mantengan. Tendremos una agencia de hidrocarburos independiente y autónoma, responsable de la supervisión y regulación. Segundo, en cuanto a los inversionistas y operadores, ustedes serán propietarios de la producción desde la boca del pozo. Podrán registrar las reservas y tendrán contratos de 25 años, renovables por otros 25 años, con la visibilidad de largo plazo que exige el capital destinado a grandes proyectos de exploración y producción.
MCM: Tendrán plena protección de los derechos de propiedad privada, respaldada por arbitraje internacional y garantías legales exigibles. Y si surge una disputa, será resuelta mediante arbitraje internacional. Ofreceremos contratos flexibles, estructurados y adaptados a distintos proyectos, tecnologías y estrategias de inversión. Tercero, las condiciones fiscales. Las regalías tendrán un tope de 20%, el impuesto sobre la renta comenzará en 34% y estará vinculado a los precios internacionales del petróleo. Los términos fiscales quedarán fijados al momento de la firma, sin cambios retroactivos jamás. En conjunto, Venezuela ofrecerá la participación gubernamental más competitiva del hemisferio occidental. En materia de transparencia y cumplimiento, esto es muy importante: ustedes operarán con total transparencia y pleno cumplimiento de los más altos estándares internacionales. Quinto, el riesgo país. Todos sabemos que en este momento invertir en Venezuela implica una prima de riesgo muy elevada, cercana al 25%. A esos niveles, francamente, la mayoría de los proyectos de largo plazo simplemente no tienen sentido. Nosotros la reduciremos hasta un nivel en el que invertir deje de ser una disyuntiva. Esas serán las condiciones en Venezuela. Y finalmente, en cuanto a las condiciones operativas, garantizaremos una generación eléctrica confiable mediante inversiones eficientes en la infraestructura existente y la apertura del sector eléctrico a la participación privada. Tendrán servicios y logística de clase mundial, así como un sólido marco de seguridad que protegerá a su gente y sus activos. Todo esto será posible bajo nuestro gobierno democrático.
MCM: Sus empresas invierten a diez, 20, 30 o 40 años, y las condiciones que necesitan son simples: reglas claras, condiciones estables y un gobierno democrático legítimo en el que realmente puedan confiar. El pueblo venezolano nos dio ese mandato en julio de 2024. El mundo lo vio. Y ahora, mediante una transición democrática alineada con la hoja de ruta de la administración del presidente Trump, ese mandato finalmente será respetado. Venezuela celebrará elecciones libres. Y cuando los venezolanos vuelvan a hablar, reafirmarán aquello por lo que ya votaron, no una sino dos veces, en las primarias y en la elección presidencial. Y nuestro pueblo volverá a votar por mercados libres, Estado de derecho, poderes independientes, derechos de propiedad, inversión y un futuro definido por el trabajo, el mérito, el crecimiento, la prosperidad y las oportunidades. Y añadiría algo más: familias, familias reunidas nuevamente en nuestro país. Venezuela también ofrece algo valioso en el mundo de hoy. Estamos geográficamente anclados en este hemisferio, lejos de las tensiones que afectan a otras regiones del mundo. Y además, la nuestra es una sociedad profundamente cohesionada, sin divisiones religiosas, étnicas o regionales y sin las fracturas estructurales que tantas veces complican las transiciones políticas. Por eso nuestra transición será ordenada, porque ha sido impulsada, protegida y sostenida por el propio pueblo venezolano. Así que esta es mi invitación directa a ustedes, a cada uno de ustedes. Nuestro equipo está listo para informar a operadores e inversionistas sobre todos los aspectos de nuestro marco energético. Este es el momento de construir una relación sólida.
MCM: Y por eso estamos aquí hoy. Durante casi tres décadas, el régimen creyó que podía desgastar al pueblo venezolano; que el hambre, el aislamiento y el miedo apagarían nuestra convicción. Se equivocaron. Nuestro pueblo se organizó, nuestro pueblo resistió. Nuestro pueblo se mantuvo unido con una resiliencia sin paralelo en nuestra historia. Ellos son la razón por la que estamos aquí hoy y son la razón por la que esto va a funcionar. Un líder de esta industria, a quien todos ustedes conocen, me dijo recientemente algo que se me quedó grabado. Me dijo: la mejor inversión que puedes hacer es en un país donde la gente te recibe con los brazos abiertos, donde quiere que estés allí, donde eres genuinamente bienvenido como socio. Esa es Venezuela. Damos la bienvenida a la inversión extranjera. Entendemos que este es el camino para reconstruir nuestro país. El pueblo venezolano será su fuerza laboral, sus vecinos y sus socios. El potencial energético ilimitado de Venezuela es un hecho geológico. La pregunta siempre ha sido si existen sobre la superficie las condiciones necesarias para liberarlo. Esas condiciones serán construidas por el pueblo venezolano en asociación con Estados Unidos y con el apoyo de todos los actores de la industria. Y cuando existan, Venezuela se convertirá en una fuerza impulsora del futuro energético global. Los invitamos a formar parte de lo que viene. Nuestra gente está lista. La industria está lista. Carlos: Gracias. Gracias.
Carlos: María Corina, gracias por esta exposición tan completa de tu visión. Tú y tu equipo han hecho la tarea. Has pronunciado algunas palabras que son música para los oídos de esta audiencia, también en términos de compromisos contractuales. Volveremos a eso. Pero tomemos unos minutos para profundizar en algunos temas. Nos has dado una visión, pero ¿qué está cambiando fundamentalmente para colocar ahora a Venezuela en un nuevo camino?
MCM: Bueno, muchas cosas han ocurrido en los últimos años. Estoy segura de que las han seguido de cerca. Venezuela se unió en torno a un movimiento ciudadano muy profundo; yo diría incluso que es un movimiento existencial y cultural. Y después del 3 de enero, finalmente sentimos que la libertad está en el umbral y que ya estamos allí. Y el tipo de entusiasmo y esperanza que encuentro hoy al hablar con muchos de ustedes demuestra que todos ven que ese momento se acerca. Así que debemos avanzar por una ruta ordenada en la que podamos no solo desmontar las estructuras de represión y corrupción que han estado instaladas durante casi tres décadas, sino también construir este nuevo marco institucional que perdurará, diría yo, durante siglos. Y estamos listos para hacerlo.
Carlos: ¿Y qué te da confianza en que la transición puede ser ordenada, pacífica y estable?
MCM: Nuestra gente. Lo mencioné antes. He escuchado tantas veces: “Es imposible. Es imposible. Es imposible”. Todo el tiempo. Y he visto a analistas y estrategas construir escenarios con miles de variables, y siempre dejan una de lado: la gente. Como si no importara. Y mira, Carlos, esto ha sido tan poderoso. Te desafío a pensar en otro país en el que el 90% de la gente quiera lo mismo: no solo salir de un régimen, sino vivir con dignidad, trabajar y progresar por mérito, traer a nuestros hijos de regreso a casa. Y para lograrlo necesitamos mercados abiertos en los que no solo pueda regresar nuestra gente, sino que también puedan llegar enormes inversiones con la seguridad y la certeza de que este será un proceso de largo plazo, predecible, y de que incluso si hay cambios políticos, las condiciones se mantendrán. Y eso es precisamente lo que estamos construyendo ahora. Este es un momento totalmente distinto. Y creo que no tendríamos una audiencia tan numerosa esta tarde si todos ustedes no estuvieran de acuerdo conmigo.
Carlos: Pero, en efecto, es comunicar esa visión lo que te da la confianza de que la gente la entenderá y luego la apoyará, porque esa visión corresponde con sus aspiraciones.
MCM: Y los hechos. Porque mira, hace apenas tres años Venezuela parecía no tener esperanza y la gente se acercaba a nosotros casi con lástima y decía: qué enorme oportunidad perdida. No hay nada que se pueda hacer. Hoy es totalmente distinto. La gente se acerca y nos dice: queremos invertir. ¿Cómo podemos ayudar? ¿Cuándo debemos entrar? Tengo grandes ideas. E imagina sus productos. Porque a veces la gente dice: “Wow, ustedes no tienen instituciones”. Venezuela ocupa el último lugar del mundo en Estado de derecho. De 143 países clasificados por el World Justice Project, estamos en el puesto 143. Así que algunos podrían verlo como una enorme desventaja. Pero mírenlo al revés. Estamos comenzando desde cero. En la era de la inteligencia artificial y la tecnología, estamos construyendo nuevas estructuras. Tenemos una ley de hidrocarburos totalmente nueva, una ley para esta época, no simples reformas malas sobre un texto que ya era malo. Ese es el tipo de transformación que estamos haciendo. Y, de hecho, necesitamos sus aportes. Una de las razones por las que estoy aquí es porque quiero invitarlos, como hemos hecho con muchos otros ejecutivos y expertos, a traer sus ideas y sus sugerencias para establecer los incentivos correctos y transformar a Venezuela de un centro criminal de las Américas en el centro energético y tecnológico de nuestro hemisferio.
Carlos: Fuiste muy audaz en tu visión para el sector energético. Totalmente privado, ¿correcto? Y una de las preguntas que estoy seguro pasa por la mente de muchos en esta audiencia es: ¿qué significa eso para PDVSA?
MCM: Bueno, ciertamente PDVSA está quebrada. Convirtieron una de las empresas más eficientes de este hemisferio, o del mundo, en una organización criminal. Y en las primeras etapas tendremos que reducir drásticamente su tamaño, mientras algunas operaciones se mantienen hasta que podamos privatizar todo el proceso operativo, desde upstream, midstream y downstream, en petróleo, gas y otros sectores. Como dije, creemos que el gobierno debe concentrarse exclusivamente en crear las condiciones adecuadas para que la inversión privada, local e internacional, llegue a nuestro país, y en supervisar que se mantengan la transparencia y el pleno cumplimiento. Tenemos muchísimas otras áreas en las que necesitamos invertir: educación, infraestructura, salud, seguridad. Dejemos que el sector privado, con la tecnología adecuada, desarrolle esta enorme oportunidad. Estamos hablando de una oportunidad de más de 1,7 billones de dólares en 12 sectores diferentes en los que ya hemos comenzado a trabajar.
Carlos: Utilizaste algunas palabras que para esta audiencia son como una sinfonía. Quizás sean un poco aburridas, pero son como una sinfonía: crear las condiciones legales, contractuales y fiscales. Largo ciclo, gran escala. ¿Cómo las haces realidad?
MCM: Bueno, primero hay que pasar de la discrecionalidad a las instituciones. Eso es obvio. Y suena muy bien, en realidad. Para hacerlo necesitas el liderazgo adecuado, por supuesto, y necesitas el apoyo de la gente. Y quiero ser muy clara con esto. El pueblo venezolano quiere este tipo de inversión y este tipo de asociaciones. Hemos aprendido el costo del socialismo en nuestras propias familias y hogares. Queremos mercados abiertos. Queremos reglas claras. Queremos competencia. Queremos transparencia. Queremos instituciones. Y estamos muy cerca de los valores que han hecho de Estados Unidos una gran nación. Así que, mira, soy absolutamente firme en esto. Y, como dije, ya lo hemos respaldado dos veces. Y cuando tengamos elecciones pronto, verán el resultado. Será abrumador.
Carlos: Entonces, ¿pueden los hidrocarburos ser una base de ingresos para la diversificación y para construir una Venezuela más diversificada que no sea un petroestado?
MCM: Absolutamente. Todos esos ingresos tenemos que reinvertirlos en varios sectores. Si Venezuela es única por sus recursos naturales, no es solamente por el petróleo y el gas. Nuestra capacidad hidroeléctrica es enorme. Nuestros minerales, nuestras tierras raras, nuestro oro; como dije, más de 2.000 millas de las costas más hermosas del Caribe, casi todas vírgenes; telecomunicaciones, fintech. Y todo esto en el corazón de las Américas, en un momento en que el nearshoring está creciendo como dinámica. No hay otro lugar con una oportunidad de esta magnitud. Lo único que nos falta, ciertamente, es lo que está sobre la superficie: las instituciones. Pero la gente está lista. Hemos aprendido nuestras lecciones, y quiero asegurarles que este proceso es imparable. Nunca nos vamos a rendir. Venezuela será libre y democrática muy pronto. Y espero de verdad el día en que pueda recibirlos a todos en esta hermosa y gran nación.
Carlos: Has hablado muchas veces de transparencia. Y estoy seguro de que una de las preguntas que muchos tienen también es: ¿qué se puede hacer para poner fin al legado de corrupción?
MCM: Bueno, primero hay que tener la voluntad y la determinación del liderazgo para hacerlo. Y, al final, no existe otra manera de asegurar que esta enorme cantidad de recursos llegue a Venezuela para transformar nuestro país. Segundo, debo decir que existe un nivel muy alto de conciencia en la sociedad venezolana sobre lo que han causado la corrupción y la discrecionalidad. Así que, si hay algo que para nosotros es una prioridad absoluta, es contar con instituciones que funcionen y, como dije, separar los roles del Estado: no participar en la operación, sino en la regulación y en la supervisión de la competencia. Ya hemos diseñado, como dije, no solo las leyes que vamos a implementar, sino también los pasos que debemos dar para llevar a Venezuela desde el último lugar del mundo en Estado de derecho hasta uno de los primeros lugares de la región. Y esa es una prioridad absoluta.
Carlos: Y, en efecto, el énfasis que has puesto en las instituciones es fundamental, porque al final son esas instituciones las que generan confianza. Elecciones. Cerremos con esto. Has mencionado dos elecciones. Te has comprometido con una tercera. El secretario Wright, cuando habló ayer, mencionó que habrá elecciones. ¿Cuál es el proceso? ¿Cuál es el calendario?
MCM: Bueno, lamentablemente somos expertos en elecciones fraudulentas. De hecho, podemos asesorar a mucha gente si lo necesitan. Pero también pudimos anticipar lo que iba a ocurrir en 2024. Sabíamos que íbamos a ganar incluso si las condiciones eran extremas, pero teníamos que demostrarlo. Así que imaginen lo que hicimos. Organizamos a más de un millón de voluntarios y utilizamos tecnología que habitualmente se ha usado contra la libertad y la democracia como una herramienta para la libertad. Sabíamos que teníamos que ganar y teníamos que demostrarlo. Así que creamos una red de voluntarios que recogió todas las actas originales en más de 30.000 centros de votación. El régimen no vio venir esto. Tenemos un país donde el 60% del territorio no tiene internet, así que tuvimos que introducir clandestinamente antenas Starlink, generadores eléctricos, escáneres, teléfonos y computadoras. Y esos equipos Starlink fueron escondidos en camiones de sandías para que el régimen no pudiera verlos ni confiscarlos, y fueron llevados a lugares donde nunca en su vida habían visto un escáner. Y nuestros técnicos nos dijeron: quizás, en el mejor de los casos, funcione el 80% de estos centros. ¿Saben qué? El 100% respondió. Y demostramos nuestra victoria. Así que, una vez que hicimos eso, sabemos que si ganamos bajo esas condiciones, imaginen bajo condiciones libres y justas. El secretario de Estado también mencionó, dentro de este plan de tres etapas que se superponen entre sí, que la etapa final serán elecciones libres y justas. Y ya estamos trabajando en eso. Desde una perspectiva técnica, se necesitan por lo menos nueve meses, 40 semanas, para tener elecciones perfectamente libres y justas. Pero se celebrarán. Y cuando ocurran, verán el despertar de un país que se convertirá en un faro de esperanza y creación de riqueza para este hemisferio. Y, como dije, queremos que todos ustedes formen parte de ello. Venezuela será libre y democrática muy pronto, y traeremos a nuestros hijos de regreso a casa, Carlos.

MCM: I’m honored to be here with you this afternoon. Thank you to Daniel Yergin and Carlos Pascual for the invitation and for the opportunity to present my vision for a free, prosperous, secure, and pro-business future for Venezuela. As you know, I come from a country that endured almost three decades of destruction, mismanagement, and isolation. And I’m here to speak about our future. Our future, which is extraordinary. And I want all of you to be part of it. You know too well Venezuela’s energy potential. We hold the largest proven oil reserves in the world. Over 300 billion barrels. We have the seventh largest natural gas reserves in the world, largely untouched. We also hold over 30 of the 60 critical minerals that the US government has in a strategic list. And also we have a century of production history that probably no other country in this hemisphere can match. And of course, we have the most beautiful beaches in the world. You know that very well. And all of this is located in the heart of the Americas, five days away by boat, by ship from the United States. For decades, all this potential was locked away because of ideology and corruption. That time is ending. A new era, A new era has already begun with an upside of a completely different order of magnitude. Today, Venezuela produces approximately a million barrels a day, less than a third that it used to produce 25 years ago, and a fraction of what we will achieve again, with the right investment environment, Venezuela can realistically reach well over 5 million barrels a day.
MCM: And reaching that potential certainly requires a lot of resources, which we estimate above $150 billion in the next ten years. This is the kind of long cycle, large scale commitment that the companies in this room are built to make when the right conditions are in place, and how to create these conditions is exactly what I’m here to talk about. Since January 3rd, 2026. Six important steps have been taken to re-engage Venezuela’s oil and gas sector and begin addressing years of institutional decline and corruption. We certainly recognize, and we’re grateful for these early efforts that President Trump’s administration and Secretary Wright have done, and we recognize the importance in opening this new chapter for our country. What comes next, though, must go further. It would be and should be fully transparent, institutionally grounded and designed to create long term Trust for investors and also for Venezuelan people alike. You know very well that the energy industry invests when they met three criteria. First, certainly abundant resources. And Venezuela has, as you know, a very, very low risk in terms of exploration. We know what the resources are. Secondly, when you have very competitive production costs. And third, when you have the right institutional framework. And I, of course, refer to the legal, fiscal and contractual architecture that attracts and protects capital over decades.
MCM: And this is what we bring to the table. Long term investor confidence working alongside a team of Venezuelan oil and gas experts in Venezuela and abroad, as well as leading executives and technical specialists for all across the global energy industry. We have developed a comprehensive plan for the for the sector, designed with both international investors and our people in mind. And I want to be direct in terms of what this in institutional frameworks brings and represents. First of all, the role of the state. Venezuelan state will get out of the way and pave the way to give the conditions so that the sector, the oil and gas sector in Venezuela will go fully private. The role of the state will be strictly as a regulator. Creating the incentives for long term investment and overlooking that transparency is kept all along the way. For the first time in Venezuela’s history, we will have long term and clear rules. We will have the government enforcing contracts and guaranteeing that these conditions are maintained. We will have an independent and autonomous hydrocarbon agency that will be responsible for supervision and regulation. Secondly, regarding investors and operators, you will own production right out of the wellhead. You will be able to book the reserves and you will have 25 year contracts that can be renewable for another 25 years with a long-term visibility that major upstream capitals demand.
MCM: You will have full protection of private property rights backed by international arbitration and enforceable legal guarantees. And if a dispute arises, it will be resolved through international arbitration. We will offer flexible contracts, structured, tailored to different projects, technologies and investment strategies. Third, the fiscal conditions. Royalties will be capped at 20%, income will start at 34% and will be linked to international oil prices. Fiscal terms will be locked at signing with no retroactive charge Changes ever in all, Venezuela will offer the most competitive government take in the Western Hemisphere for transparency and compliance. This is very important because you will operate with full transparency and in full compliance with the highest international standards. Fifth, the country risk. We all know that right now, investing in Venezuela carries a very high premium risk, which is close to 25% nowadays. At those levels, frankly, most long term projects simply do not make sense. We will bring this down to a level where investment is no longer a choice. Those are going to be the conditions in Venezuela. And finally, in terms of operational conditions, we will ensure reliable power generation through efficient investment in existing infrastructure and the opening of the power sector to private participation. You will have world class services and logistics, and a robust security framework that protects your people and your assets. This will be made possible under our democratic government.
MCM: Your companies invest for ten, 20, 30 or 40 years and the conditions that you need are simple, clear rules, stable conditions and a legitimate democratic government you can really rely on. The Venezuelan people gave us that mandate on July 2024. The world saw it, And now, through a Democratic transition aligned with President Trump’s administration roadmap, that mandate will finally be honored. Venezuela will hold free elections. And when Venezuelans speak again, they will reaffirm what they already voted for, not once but twice in the primaries and in the presidential election. And our people will vote once again for free markets, rule of law, independent powers for property rights, for investment, and for a future defined by work, merit, growth, prosperity, and opportunity. And I would add, families, families reunited in our country. Venezuela also offers something Valuable in today’s world. We are geographically anchored in this hemisphere, far from the tensions affecting other regions of the world. And beyond that, ours is a deeply cohesive society without religious, ethnic, regional divisions and without the structural fractures that so often complicate political transitions. That is why our transition will be orderly because it’s been driven, protected and sustained by the Venezuelan people themselves. So here’s my invitation directly to you, to every single one of you. Our team is ready to brief operators and investors on every aspect of our energy framework. Now is the moment to build a strong relationship.
MCM: And that’s why we’re here today. For almost three decades, the regime believed that the Venezuelan people could be worn down. That hunger, isolation and fear would extinguish our conviction. They were wrong. Our people organized, our people resisted. Our people held together with a resilience that has no parallel in our history. They are the reason we are here today, and they are the reason why this will work. A leader in this, in this industry that you all know told me something recently that stick with me. He said the best investment you can make is in a country where the people warmly receive you, where they want you there, where you are genuinely welcome as partners. That is Venezuela. We welcome foreign investment. We understand that this is the path to rebuilding our country. The Venezuelan people will be your workforce, your neighbors, and your partners. Venezuela. Limitless energy potential is a geological fact. The question has always been whether the conditions exist above the ground to unlock it. Those conditions will be built by the Venezuelan people in partnership with the United States, and with the support of all stakeholders across the industry. And when they are, Venezuela will become a driving force in the global energy future. We invite you to be part of what comes next. Our people are ready. The industry is ready and Venezuela is ready. Carlos: Thank you. Thank you.
Carlos: Maria Corina, thank you for the very full statement about vision. You. Your team. You’ve done your homework. You’ve said some words that are magic for this audience as well in terms of contractual commitments. And let’s come back to those. But let’s just take a few moments to expand on some themes. And you gave us a sense of vision, but what is fundamentally changing to put Venezuela now on a new path?
MCM: Well, many things have happened in the last few years. I’m sure you follow it closely. Venezuela got together into a citizen movement, very profound, I would call it even an existential and cultural movement. And after January 3rd, we finally feel that freedom is at the threshold and we are there. And the kind of excitement and enlightenment that I find today, talking to many of you, it’s a demonstration that everybody sees it’s coming close. So we need to move further into an orderly path in which we can not only dismantle the structures of repression and corruption that have been in place for almost three decades, but also build this new institutional framework that will last, I would say, for centuries to come. And we’re ready to do that.
Carlos: And what gives you confidence that transition can be orderly, peaceful and stable?
MCM: Our people. I mean, I mentioned it before. I’ve heard so many times it’s impossible. It’s impossible. It’s impossible all the time. And I’ve seen, you know, analysts and strategists building, you know, scenarios with thousands of variables and they always leave one on the side. The people. As if it didn’t matter. And look, Carlos, I mean, this is being so powerful. I challenge you to think another country in which 90% of the people want the same, not only to get rid of a regime, but to live with dignity, to work with merit, to bring our children back home. And in order to do that, we need to have open markets in which not only people can come back, but also huge investments can come with the security and certainty that this is going to be a long term process that is predictable, that even if you have political changes, the conditions are going to remain in place. And that’s precisely what we’re building right now. So this is a totally different moment. And I think we wouldn’t have such a crowd today, this afternoon, if all of you wouldn’t agree with me.
Carlos: But in effect, it’s the communication of the vision that gives you the confidence that people will understand it and then support it, because the vision corresponds with what their desires are.
MCM: And the facts. Because, look, Venezuela only three years ago looked hopeless and people would come to us almost with pity and say what a huge opportunity lost. There’s nothing that can be done. Today is totally different. People come to us and say, we want to invest. How can we help? When should we come in? I have great ideas and imagine, you know, its products because people sometimes say, wow, you have no institutions in place. Venezuela is in the last place globally in rule of law. Out of 143 countries ranked by the World Justice Project, we are in the 143rd position. So people might see this as like a real liability. But look at the other way around. We’re starting from scratch. In the age of AI of technology, we’re building new structures. We have a totally new hydrocarbon law, a new one for this age, not putting, you know, bad reforms on an already bad text. So this is the kind of transformation that we’re doing. And actually we need your input. One of the reasons I’m here is because I want to invite you, as we have done with many other executives and experts, as I said before, to come up with your idea, with your suggestions, in order to have the right incentives in place and turn Venezuela from a criminal hub of the Americas into the energy and technology hub of our hemisphere.
Carlos: You were very bold on your vision for energy. Fully private. Right? And one of the questions that I’m sure is going through the minds of many people in this audience is, what does that mean for PDVSA?
MCM: Well, certainly PDVSA, it’s it’s bankrupt. I mean, they turned one of the more efficient companies in this hemisphere or the world into a criminal organization. And and this in the first stages, we will have to reduce dramatically its size. While some operations keep on keep in place until we can actually privatize the whole operation process from upstream, midstream to downstream oil, gas and other sectors. So as I say, what we believe the government should concentrate exclusively is in having the right conditions for private investment to local and international to, to, to, to be, you know, invested in our country. And, you know, overlook that transparency and full compliance. It keeps in place. So that’s, you know, we have so many other areas in which we need to invest education, infrastructure, health, security. Let’s have the private sector with the right technology to develop this huge opportunity. I mean, we’re talking about over $1.7 trillion opportunity in 12 different sectors that we have already started.
Carlos: You used some words that for this audience are like a symphony. They may be a little bit boring, but they’re like a symphony, creating the legal, contractual and fiscal conditions. Long cycle, large scale. How do you deliver them?
MCM: Well, first of all, you have to go from discretion to institutions. That’s that’s obvious. It’s and it sounds great, actually. And in order to do this, you need the right leadership, of course. And you need the support of the people. And I want to be very clear with this. I mean, the Venezuelan people want this kind of investment and this kind of partnerships. We have learned the cost of socialism in our own families and households. We want open markets. We want clear rules. We want competition. We want transparency. We want institutions. And we’re very close to the values that have made the United States such a great nation. So, so look, I’m totally bold about this. And as I said, we have already supported it twice. And when we have elections soon you will see how it turns out. It would be overwhelming.
Carlos: So hydrocarbons, can they be a foundation for revenue, for diversification and responding to building a more diversified Venezuela that is not a Petro state.
MCM: Absolutely. I mean, you have to all these revenues, we have to reinvest in several sectors. I mean, if Venezuela is unique in its its natural endowments, it’s not only because of oil and gas or hydroelectric capacity is huge. Its minerals, its rare earth, its gold, as I said, over 2000 miles of the most beautiful coastline in the Caribbean. You know, almost all Virgin, Telecom, fintech. I mean, it’s, it’s. And in the heart of the Americas, in a moment in which Nearshoring is as a dynamic is growing. I mean, it’s no other place in terms of the size of this opportunity. The only thing we’re lacking certainly, is what’s above the ground. And it’s about institutions. But the people are ready. I mean, we’ve learned our lessons, and I want to assure you that this process is unstoppable. I mean, we will never give up. Venezuela will be free and democratic soon. And I really look forward to the day I can host you all in this beautiful, great nation.
Carlos: You said one many times you talked about transparency. And I’m sure one of the questions in many people’s minds as well is what can be done to end the legacy of corruption?
MCM: Well, first of all, you have to have the will and the determination of the leadership to do that. And at the end, there’s no other way we can assure this degree amount of resources come to Venezuela to turn around our country. Secondly, I have to say that there’s a very high level of consciousness in Venezuelan society of what corruption and discretion have brought. So if there’s something we have an absolute priority is to have institutions that work and, and, and as I say, separate the roles of the state, not in operation, but in, in, in regulation and overlooking competition. So, you know, we have already, as I said, designed not only the laws that we’re going to put in place, but the steps we have to make to bring Venezuela from the last place in rule of law in the world to have one of the highest places in rule of law in the region. And that’s a top priority.
Carlos: And indeed, the emphasis that you placed on institutions is critical, because in the end, it’s those institutions that give confidence. Elections. Let’s close on this. You’ve cited two elections. You’ve committed to a third secretary, right, when he spoke yesterday, mentioned that there will be elections. What’s the process? What’s the timing?
MCM: Well, unfortunately, we are experts in fraudulent elections. We are actually we can give advice to many people if you if you need. But also we were able to anticipate what was going to happen in 2024. I mean, we knew we were going to win even if the conditions were extreme, but we had to prove it. So imagine what we did. We organized over a million volunteers, and we use technology that has been commonly used against freedom and democracy as a tool for freedom. We knew we had to win and we had to prove it. So we created a network of volunteers that gather all the original tally sheets in over 30,000 polling stations. The regime did not see this coming. We have a country where 60% of the territory doesn’t have internet, so we had to smuggle Starlink antennas and power generators and scanners and and phones and computers. And these Starlink containers were hidden in watermelon trucks so that they could not be seen and kept by the regime, and they were put in places that had never seen a scanner in their lives. And our technicians told us, you know, maybe in the best scenario, 80% of these centers will work, you know, what, 100% delivered. And we prove our victory. So once we did that, we know that if we won under those conditions, imagine free and fair conditions. The Secretary of State also mentioned in this three step plan stages that over a gap on each other, that the final step will be free and fair elections. And we’re already working on that. It takes at least nine months, 40 weeks, from a technical perspective, to have perfect, free and fair elections. But they will take place. And when they do, you will see the awakening of a country that will turn into the beacon of hope and wealth creation for this hemisphere. And as I said, we want all of you to be part of it. Venezuela will be free and democratic soon, and we will bring our kids back home, Carlos.
